Almost half of the total number of complaints in 2019 in the office of the Commissioner for human rights in Russia amounted to appeals on issues of criminal procedure and criminal-Executive legislation as well as legislation in fceri utilities, and complaints about the use of force in detention facilities has doubled, all of the Ombudsman Tatyana Moskalkova has received more than 38 thousand calls, follows from the annual report on its activities for the year 2019.
"Nearly a third of all requests 32% concerned issues of implementation of criminal procedural law (12 168 complaints), which is 9% higher compared to 2018… in addition, 29% increase in the number of complaints (in this category – ed.) concerning the refusal in registration of statements on crimes, and 27% – on the decision about refusal in excitation of criminal case," said the report, which is published in "Rossiyskaya Gazeta".
On the second place by number of cases remains the protection of housing rights – 4492 complaints, however, this is 15% less than last year: much less complaints about participation in equity construction of housing, reduce the number of appeals on questions of providing accommodation for certain categories of citizens. "Every ninth application was received on the implementation of the criminal-Executive legislation. In this sector there was an increase in the number of appeals by 13%. So, significantly increased the number of complaints on issues of detention in temporary detention centers and remand prisons early release from punishment, there is an increase in the number of complaints about the use of physical force and special means more than two times," the document States.
According to the report, only the Commissioner in 2019 received 38 328 written complaints, including collective 1683, by telephone, the necessary consultations with more than 12 thousand citizens.
