Every global crisis exposes the sore spots, relieves the “Potemkin decor” with nezalezhnykh wounds and unresolved issues. This applies to everything from energy-dependent structure of the Russian economy to Donbass and other unrecognized republics. Too great is the temptation of a quick “unfreeze” in your favor frozen conflict, yet the world did not before. Now this situation around Kosovo.
unrecognized most of the countries, the Republic, the self-proclaimed on 17 February 2008, contrary to the resolution 1244 of the UN Security Council, showed the world how under the veil of coronavirus to change the government. But the fact remains – the sly unfolding of the global economic crisis on the background of the pandemic unresolved problems of unrecognized States can try to solve in one direction or another. The question is, who and how – because in the current situation is clearly losing late.
the Kosovo Precedent is important for Russia from all points of view – if he had not, for example, Crimea would return much more difficult. In the negotiations on Kosovo that’s not enough go from time to time, clearly not enough of Moscow and its representative. Russian Ambassador to Serbia Alexander Botan-Harchenko has declared about intention to take part in them. It is now important to create the right format – maybe even Moscow would have to be the initiator. Anything is better than to Express meaningless “concerns” in connection with the decision of the question in the absence of a clear position. This position, in my opinion, would be the wording of the new “Kosovo” resolution under the auspices of the UN Security Council on the basis of the old 1244 adjusted for reality. The reality is that anything is better return remaining in Kosovo Serb areas in the North of the territory under the de facto authority of Belgrade in the near future anyone to offer will fail.
Parliamentary elections, which were to be held in Serbia on April 26, due to the emergency delayed indefinitely and is unlikely to take place until the autumn. The process of forming a new government on the results of the election will take some time therefore, until the end of the year negotiations on Kosovo are unlikely to resume. Moreover, until now, de facto, imposed a year ago, 100 per cent duty on the import of all the unrecognized Republic of Serbian goods, namely, this step may reopen the negotiation process. Therefore, there is enough time for the creation of new negotiation platform and an invitation for all participants.
Reverse of the Kosovo situation, the attempt to “quick fix” frozen conflict showed the other day the President of Ukraine Volodymyr Zelensky. Publicly declaring that he is not going to spend on the implementation of the Minsk agreements more than a year (since the last meeting in Paris on 9 December 2019), he repeated like a mantra absolutely unrealizable plan of “cleansing of Donbass” from the “foreign troops” and “sealing the border” with Russia. Young Ukrainian President makes thus everything possible to legitimize the DNI and the LC and guaranteed-return in the “Ridna Nenko”. Which, of course, does not negate the desire of some “hot shots” to quickly resolve the issue of Donbass by force.
