In the talks on conflict settlement in the Donbass should be involved Kiev, Washington and London. At first Russia to them should not be allowed. About it Deputy Prime Minister of Ukraine and the head of the Ukrainian delegation at the talks in Minsk format Oleksii Reznikov wrote in an article published on the website of the Atlantic Council research centre working under the auspices of NATO.
In this article Reznikov suggested as the format of negotiations on the Donbass new “Budapest” format. According to him, a return to the framework of the Budapest Memorandum “would be a step in the right direction.”
“We must now consider a return to Budapest format. At first, consultations should be held without the participation of Russia, given that Moscow has abandoned its status of the guarantor to become an occupying force,” wrote the Deputy Prime Minister.
Reznikov stressed that Kiev is not going to come out of the talks in the Minsk format, as it allows for the exchange of detainees. But “Budapest format,” according to the politician, will give Ukraine the opportunity “to prosecute the aggressor”, which Kiev says Russia, and to enlist “a qualitatively new level of military and technical support”.
Reznikov also said that the negotiations in this format may be useful for Russia as it will give her the opportunity to recover the supposedly lost “the trust of the international community.”
Russia, USA, Ukraine and the United Kingdom signed the Budapest Memorandum in 1994. According to this document, Kiev joined the Treaty on the non-proliferation of nuclear weapons and dismantled its nuclear capability. Moscow, Washington and London to guarantee Ukraine’s safety.
