Authorized under the President of Russia for entrepreneurs ‘ rights Boris Titov has offered the head of Rospotrebnadzor Anna Popova to postpone the resumption of the work of summer children’s health institutions from the third to the second stage of the resumption of activity of the enterprises, reported RIA Novosti in the press service of the Ombudsman.
According to methodical recommendations of Rospotrebnadzor, the resumption of the activities of health organizations related to the third stage of lifting the restrictive measures, in each region of the administration independently determine the timing of the stages.
Titov, referring to numerous requests from industry representatives indicates that the uncertainty of the opening date entail undue expenses in this area. Children’s camps in anticipation of the opening have to constantly maintain the desired prophylactic condition of the premises, purchase food products that are not subject to long storage, to pay the salaries of temporary staff, says the Ombudsman.
"Given that the season of rest and recovery is three months, one of whom has not been implemented, the profitability of the industry is equal to zero. The extension of the restrictions will lead to large costs that will require additional support package", he warns in the letter.
Titov asked Popov to "consider transfer to open camps for children from the third to the second stage of the resumption of activity of the enterprises, maintaining stringent requirements on the sanitary condition of the camps," writes a press-service.
The Federal service on 30 June issued a decree in which the rest of children and their rehabilitation "shall be organized within the Federal subject of the Russian Federation at the place of their actual residence, with the exception of rest and improvement of children actually living in the Arctic zone of Russia".
The experts of the National Union of hospitality industry (OIG) previously appealed to the Deputy Chairman of the government of the Russian Federation Dmitry Chernyshenko, with a request to pay special attention to the problems existing in children’s tourism. President OSIG Grant Babasyan pointed out that it is important to abolish all the prohibitions because they adversely affect not only the economic situation of the participants of the tourism industry, but also the mental well being of hundreds of thousands of children who were going to relax by the sea this summer.
