the initiative about necessity of creation of the new Institute, Kyrgyzstan made a speech at the Council of the JAC, which is composed of one representative from the countries of the Eurasian Union in the rank of Deputy Prime Ministers.
According to the Kyrgyz side, the aim of the new Institute should be the real convergence of economies of the States parties to the Eurasian economic Union and work to advance development in General. It is assumed that the designed structure will be engaged in realization of target programs of development which in turn will lead to a deepening of integration.
the Council Members instructed the Board of the Eurasian economic Commission to form this working group, and it has already held its first meeting.
According to the head of the working group, Minister for EEC integration and macroeconomics Sergey Glazyev, in the EEC and the individual countries there are institutes of development, so the first step is to determine the location of the new structure in the overall system.
– For implementation of the integration potential of the Union need to maximize the use of existing mechanisms and resources to support the development of economies and, perhaps, develop new approaches, he said.
among the existing structures or otherwise to serve the strengthening of integration – the Eurasian development Bank, and the Fund of stabilization and development, “Russian venture company” international financial centre “Astana” club “Integration” and the International Agency of independent development.
following the discussion, the parties agreed to develop the concept of the new Institute and to consider the possibility of expanding the mandate of the already existing Eurasian Fund for stabilization and development.
in Parallel, the EAEC subject engaged in elimination of controversial situations arising from the movement of goods from one country to another Union. This problem, incidentally, is often faced by Kyrgyzstan. On its borders with Kazakhstan can observe the traffic from trucks going to Russia. Astana explains the ongoing need to monitor the flow of goods and combat smuggling. In Kyrgyzstan also assess the situation from a slightly different angle and often accused officials of the neighboring countries in creating obstacles.
the Settlement of disputes related to the various obstacles at the borders between the two countries, is entrusted to a special Committee created by the decree of the same Council of the Eurasian economic Commission.
– we All understand that the single customs and economic space does not imply the existence of such control at the borders, but there are objective reasons for the attempts of its application, – said a member of the Board (Minister) for customs cooperation of Kyrgyzstan Oleg Pankratov. – Therefore, the Commission has decided to create an operational Committee, which will form a “road map” for the resolution ofNIJ disputes.
In the document, he said, will include a clause on the coordinated control of goods transported across the customs borders of the countries-participants of Association. It urged the Kyrgyz side.
– the Task of the road map will be to find a balance of interests, – emphasizes Oleg Pankratov. – Measures will be structured in such a way that countries that restrict access to its market, were interested in selling. And the countries that supply this market goods that are wanted as quickly as possible to implement modern technologies that will indicate that all threads are “white”. That is, undergo a full customs clearance.
According to Oleg Pankratov, such technologies will provide all admission fees to the budget of the EEU and the fulfillment of tax obligations before budgets have already been each of the countries of the Union. When a road map is ready, it will submit for approval by the Board of the ECE.
