“the draft decree of the RF Government, postponing for a year the introduction of the mandatory equipping buses with tachographs. This requirement was introduced to ensure the safety of passengers and should enter into force on 1 July this year”, – says the Chairman of the Association of lawyers of Russia Vladimir Gruzdev.
He noted that the tachograph is a control device installed on Board vehicles. It is designed to record the speed, mode of work and rest of drivers.
“However, due to the pandemic and the adoption of restrictive measures sharply reduced passenger traffic. The Ministry of transport receives numerous complaints from carriers that show that the performance of the duty to equip the tachographs of the enterprises of city passenger transport can lead to bankruptcy of individual carriers. It was therefore supported the decision to postpone the introduction of such requirements until 1 July 2021,” – said Vladimir Gruzdev.
According to him, the implementation of this decision will affect about 96 thousand buses performing regular carriage of passengers in urban public transport. And funds that the enterprise had previously planned on purchasing tachographs, will be aimed at overcoming current economic difficulties resulting from the pandemic.
