The legislative Assembly of Nizhny Novgorod region on Tuesday introduced a bill providing for the penalties for driving a vehicle without permission during the period of high alert or emergency. The document published in the Duma’s electronic database.
Amendments are proposed to the Code of administrative offences (Cao), however, the package of supporting documents does not contain the necessary in such cases, the opinion of the Russian government. In such cases, the profile Duma Committee usually decides on the return of the bill to the authors.
According to the text, "driving a vehicle without permission, other document established with the introduction of high alert in areas where there is a threat of emergency or in the emergency zone," entails a warning or a fine in the amount from 1 thousand to 5 thousand rubles. At repeated violation the fine will amount to 5 thousand rubles.
Developers in the explanatory materials say that the bill is "aimed at the preservation of health, reduction of damage to environment and material losses in case of an emergency". In addition, it is proposed to empower the bodies of internal Affairs the authority to review cases on such offenses.
