MOSCOW, may 13 — RIA Novosti. the State Duma adopted a law on the possibility to vote in elections and referendums in the mail and remotely, as well as on the collection of signatures for the candidate using the portal “public Services”.
Changes made to articles 37 and 38 of the Federal law “On basic guarantees of electoral rights and the right to participate in referendum of citizens of the Russian Federation”.
the Authors of the initiative were made by members of the Committee of the lower house of control and rules Sevastianova Olga, Dmitry and Irina Lomakin of marjas (“United Russia”), and first Deputy Chairman of the Committee on state construction and legislation Mikhail Emelyanov (“Fair Russia”).
the initial version of the project involved the collection through the “public Services” not more than half of the required number of signatures.
in addition, to avoid errors, the document pointed out that the Commission organizing the election or referendum, shall approve the sample of the signature sheet: when affixing signature and date the voter himself makes the surname, name and patronymic.
the second reading has prepared several amendments. In particular, it is suggested that the opportunity to vote in elections and referendums in the mail and remotely, to identify the need for such a format of voting, the CEC. Thus, as explained by the co-author of the amendments, the Deputy from United Russia Dmitry Vyatkin, this rule will not apply for a nationwide vote on the Constitution.
Also among the amendments was a proposal that the election of the head of the subject, which is elected by the deputies of the legislative authority, can put in if in the region or in two or more municipalities introduced the mode of increased readiness or emergency.
the Amendment was supported by most deputies: 249 in favor, 79 against.
