This correspondence of the Department with parliamentarians lasts from last year. For the first time the proposal to make 31 December holiday in exchange for some other output appeared in the state Duma at the end of last November. In Parliament, there was even a bill. But before the consideration of the parliamentarians requested the Ministry of labor. And got the answer the then Minister Maxim Topilin.
He reminded that all decisions about the transfer of output the government is taking in advance. “It is impossible to change it centrally for everyone because it’s different modes of work. It is in this context a procedure that the government – usually in October – makes a decision on the transfer of output next year to build their schedules,” – said Topilin.

Now the office is headed by another Minister, but the answer to the Duma again sent negative: working day shift would violate the requirements of article 110 of the Labour code, according to which duration of weekly continuous rest cannot be less than 42 hours.
However, said the Ministry of labor, this point may be considered for the transfer of the holidays in 2021. That is, the current timetable this option does not provide.
