Despite the complexity of the wording, the decision is of exceptional importance, where the key word for understanding of the document — the state assignment. That is, the document gives the right to the founding Ministry, the culture Department or other authority in connection with the epidemic (attention!!!) to change the parameters of the state of the task.
for example, a theater or Museum, which received from its founder a certain budget for the year, was just in time to perform a specific state task: to release so much of the Prime Minister, to organize and hold a certain number of shows (concert organization of concerts or a tour), make so many spectators. These were, are and will be the relationship of cultural institutions with their founders.
the relationship was for love, when the state assignment was performed, or dismantling for non-compliance on the part of creative organizations. And everyone is strictly defined by a standard of of this task.
But who knew that a pandemic will severely destroy all the plans of: thwart tour, will close for the audience to theatres and museums will not allow to open festivals and exhibitions, will cover the prestigious Biennale, which experts prepared a year. And how now to account for the money, if the tickets anywhere and no one sold? And the money goes to the cashier to theaters, museums, etc., but instead of funneling it back to the viewers who demand to return them for loss of enjoyment.
For the firstweek we gave the audience the money only for e-tickets, which they bought online at our performances — about 30 million — said the Director of Vakhtangov theatre Kirill KROK. And another 20 million should be returned to those who purchased tickets at the box office. By the way, not all companies, as Vakhtangov, able to return the money for the tickets. Therefore, this decision I view as a very timely help to all of us, and it fundamentally changes the previous state of Affairs. Timely — because in the regions (colleagues complain), officials urge theaters now to go on vacation in the summer, in June or July, open to the public. So can talk to people who do not see reality: what is the July after mass quarantine! People will be afraid to gather in common places. And then, who in the summer go to the theatre when on holiday?.. I would like to believe that the officials will help our cultural institutions, not to absolve them for failure to comply with governmental orders, will be to correct them.
But there is a feeling among some of your colleagues that the virus and the quarantine will benefit: faster closed theatres (we’re talking only about them), where the viewer before the pandemic did not go. Thus, and without pressure from the top die. How do you mean?
— Want to have more of good theaters. But the question is: who are the judges? If the full hall, I believe these theatres are worthy of support. I’m not for closing: if the empty room — it is necessary not close, and something urgently has to change. To invite young creative team and not wait until the crisis will kill the theatre.
