By order of the government the Finance Ministry transferred the second tranche of the support 69 regions 100 billion rubles.
Funds were received by the constituent entities of the Russian Federation, whose tax and non-tax income (NDI) as of July 1 were below receipts for the previous year, increased by the forecast growth rate. The amount of subsidy determined in view of the need to Finance priority expenditures of regional budgets, according to the Ministry of Finance.
In late may, the government distributed among 56 subjects of the Russian Federation the first tranche of additional help. Its got the regions that witnessed a decline in their income in April.
Only the government provided this year 300 billion roubles for emergency assistance to the regions so that they can smoothly fulfill its social obligations. The third tranche will be allocated in the fall.
According to NKR in April-may NND regions decreased by 546 billion (26%) compared to the same period of 2019. The five most affected regions include Perm Krai, Astrakhan oblast and the Yamalo-Nenets Autonomous Okrug (NND each decreased by 52% each) and Krasnoyarsk Krai (-51%) and Komi (-45%).
