Progress in the settlement of the situation in the Donbas should not be expected after the meeting of the foreign Ministers "Norman format" (Russia, Germany, France, Ukraine), the parties may announce the approximate date of the meeting of leaders of the countries, said Director of the Ukrainian Institute of policy analysis and management Ruslan Bortnik.
Earlier, the head of the foreign Ministry of Ukraine Dmitry Kuleba said that the meeting of the foreign Ministers "Norman format" on the settlement of Ukraine in the videoconference is scheduled for Thursday, all sides agreed.
"I Think that immediate arrangements should not be expected. Most likely, we would welcome the exchange of captured persons. Likely to talk about the implementation of the formula Steinmeier to the Ukrainian legislation. At the upcoming meeting may be recorded disagreements that escalated after the last "Norman" meetings. But any progress or moving forward is not", – said Bortnik RIA Novosti on Tuesday.
However, the analyst believes that the foreign Ministers of the countries-participants of the "Normandy format" unable to voice the indicative date for the meeting of leaders of the "Norman Quartet". In his opinion, such meeting may take place only after the decline of the epidemic of the coronavirus COVID-19, since now the heads of state in the first place busy internal agenda.
In the first three years the summit of the "Norman Quartet", which was held in Paris on 9 December 2019, the parties adopted a joint communique and agreed to meet in four months in Berlin to continue work on resolving the situation in Donbas. The communiqué stressed that the Minsk agreements remain the basis for work in the "Normandy format", provides for the dilution of forces by the end of March 2020 in three new points in the Donbass. The leaders also called on to provide up to the end of the ceasefire in the Donbass.
