It is a violation of the continuity and (or) lower quality of public services. The amendments to the Housing code suggests that the person responsible is obliged to change the size of a payment for utilities in the manner prescribed by the government.

In the explanatory Memorandum stated that the imposition of fines has a number of negative consequences. Thus, the administrative costs associated with the need to pay income tax on the amount of fines, will be many times greater than its value.
