Valentin Nikolaevich, recently, the campus was visited by the Minister of science and higher education of the Russian Federation Valery Falkov. What did you discuss? What was the emphasis?
Valentin Parmon: It was the first working visit of Minister of the Urals, and he is associated with his desire to see firsthand the potential of the Siberian branch of the Russian Academy of Sciences. For us it was important to show that ran – fully functional structure that can execute any order of the state. Here, scientists not only write articles, but also ready to scale their innovations in new industries.
First of all, this is an experimental production of the Institute of nuclear physics. G. I. Budker SB RAS (BINP). Here is a unique scientific and technical equipment – accelerator complexes, which is now used for the INP and other scientific centers in Russia and abroad. In the near future, this manufacturing base will be used to create the key elements of the Center of collective use (CCU) “the Siberian ring photon source” (SKIF).
SKIF – core project of the program “campus 2.0” and one of the largest for the Novosibirsk region in terms of construction, borrowed funds, and shares. At its creation allocated about 37 billion rubles.
Valery Falkov supported the need to expand and upgrade facilities of the pilot production INP. Because right after the skiff will need to build another synchrotron in Protvino near Moscow, provided that Federal program.
On the site of the future of the SKIF completed geophysical and geological work, agreed upon the General plan of the territory and the architectural appearance of the center.
in General, I believe that in the national project “Science” should include not only the construction of the skiff, but also the full plan for the comprehensive development of the SB RAS program “campus 2.0”. In particular, this would facilitate the formation of governmental orders for research, conducting scientific institutions of Siberia, in the interests of Siberian regions.
According to forecasts, the development of the NSC will require to 2024, doubling the number of researchers and employees in the innovation sphere to 65 thousand people. Those who are now studying in universities. How, in your view, to attract young people to work in science centres?
Valentin Parmon: At the meeting Valery Falkova with the rectors of Novosibirsk universities were discussed difficult, especially for this year, the problem of employment of graduates of higher educational institutions. Only in the Novosibirsk region their eleven thousand. And they all need to have a job. Preferably in Siberia.
it is Encouraging that the Ministry of education and science of the Russian Federation has allocated this year 800 job openings for the reception of graduates of Siberian universities in the scientific institutions of SB RAS (Siberian branch implementedt coordination 42 universities under Ministry of education and science of the Russian Federation). This additional space provided the financing.
We are interested in the position to be allocated in a more focused way – to the creation of a youth laboratories aimed at fulfilling the orders of the government of the Russian Federation for the integrated development of the SB RAS. There are a number of priorities on which we would like to form such groups.
last year at 75 institutions were established such laboratories. This collectives, which were overdue, but needed funding. Now three years allocated additional funds – almost 1.5 billion rubles annually.
There are other problems that need to be addressed at the state level. For example, guys who come from universities into scientific institutions and will be engaged in the project SKIF must have their homes. And not the hostel. Needed market rental housing – affordable, accessible and comfortable – if we want well-trained young people remained in the regions and in the country.
Another question requires a quick solution. Now there is a rule in which the wage level researcher should not be below 200 percent of the average wage in the region. As in Moscow, this figure is many times greater than outside, the research staff in the capital, the salary three to four times higher than their Siberian counterparts. It definitely needs to be changed. For the same work, the specialists of the same level receive the same salary. Otherwise, do not stop the brain drain from the regions.
what scientific topics would work, youth workshops?
Valentin Parmon: Any new promising research themes should be picked up by the youth. In chemistry it is the transition from oil and gas to new and renewable, especially plant, resources. Very true, but this made for a little while. One direction – new types of materials such as polymers with special properties. As well as everything that relates to energy, transport is the latest system conversion and energy storage.
around the world in the priority of biology and medicine. Scientific developments in these areas provide a better quality of life. At the peak, genetics, bioinformatics and all that is associated with modern agriculture.
I See a great lack in training: in schools and universities is almost totally absent purposeful formation of future leaders of science. Earlier there was a system of selecting those who may become leader of the team. For example, there is now promising research themes, there is money allocated for research. But there is no one who could lead, could lead. This is a huge responsibility, intthe value, and young people do not want themselves to take it.
I’m glad I was a young fellow, head of laboratory in Institute of petroleum Geology and Geophysics. A. A. Nikolay, SB RAS, headed a Large detachment of the Norilsk expedition of Siberian branch of Russian Academy of Sciences, which promptly was formed at the initiative of the Plenipotentiary of RF President in the Siberian Federal district Sergei meniailo. In its structure – representatives of fourteen research institutes of SB RAS. On the Taimyr Peninsula under the leadership of Nikolay Yurkevich conducted a large-scale environmental study of the area, which will be prepared the new concept and the principles of management in the Arctic zone of Russia.
talking about the fact that on the basis of fundamental research to form a framework of natural resources with minimal ecological damage for this vulnerable natural areas. First applied an integrated approach to the study of this territory.
Novosibirsk Valery Falkov reported on a new program to increase the competitiveness of universities – strategic academic leadership. SB RAS and Novosibirsk state University participated in the discussion. What results expect from the implementation?
Valentin Parmon: the Main thing that is inherent in this program, universities must work first of all on the country. They are designed to train personnel for Russia. It was first performed in the annotations to the Federal program.
the Emphasis is on the integration of universities with research organizations, which is the flagship idea of the new program. It is known that in Novosibirsk Akademgorodok this concept was realized for sixty years.
an example of modern integration created less than a year ago in academic Mathematical research center of world level. This symbiosis of mathematics. S. L. Sobolev SB RAS and NSU. The centre has set itself the ambitious task – to implement a fundamentally new system of integration of education, research and high-tech business in mathematics and related fields such as Computer Science, analysis and data processing, artificial intelligence. Increasing the attractiveness of work in the Siberian macro-region for Russian and foreign leading scientists and promising young researchers is another challenge.
smart merge of science and education, interdisciplinary integration, I consider Federal research center “Institute of Cytology and genetics SB RAS”. In addition to the head of the Institute of Cytology and genetics SB, included two medical and one agricultural institutes SB RAS. They complement each other and give good result. And he FITS highly integrated not only with NSU, but also with the Novosibirsk agrarian and medical universities.
As you know, about NovosibirskI is the only subject of the Federation, which are generated from two genetic center. One – on the basis of Cytology and genetics SB (consisting of the Kurchatov center for genetic technology), the second – on the basis of state research center “Vector”.
In the course of our meetings, the Minister Valeriy Falkov pointed out that the integration is as relevant today for the national project “Science” as a whole and for its individual elements in terms of creation of scientific-educational centers of the world level and for the implementation of strategic academic leadership.
