This possibility is spelled out in the amendments to the law on state registration of real estate. Now the bill is under consideration in the state Duma.
As described in the Federal cadastral chamber, the identification of the person submitting the complaint will be conducted through a Unified system of identification and authentication (ESIA) – using an account on the portal of public Services. This system allows the citizen to create a universal account for various state services in electronic form.
Logged in with the IAIS, the Russians will be able to submit the electronic registration of rights statement on the state cadastral account in connection with changes in the basic information about the property; the state cadastre and registration of property rights to residential or garden house; the state cadastre and registration of ownership to land plot or land, formed by the redistribution of lands; the state cadastre and registration of property rights to land formed as a result of partition or consolidation of other land plots; registration in the Unified state register of real estate information on earlier considered object of real estate.
Such statements without electronic signature can be submitted through “my account” on the website of Rosreestr. Now this can be done, but all documents must be certified by the electronic signature of the applicant.
the digital signature to obtain public services can be made in any of the Ministry of communications accredited certifying centre. But the transaction for transfer of ownership is still held only after obtaining the written consent of the owner of the property. The right to conclude a remote real estate transaction without the prior written consent of only the holders of certificates of electronic signatures issued by the certification authority of the Federal cadastral chamber.
This electronic signature is created using encryption, confirmed the FSB, and its authenticity is guaranteed by a root certificate certification authority of the head of the Ministry of communications.
