the Agency for strategic initiatives (ASI), appealed to the Prime Minister of Russia Mikhail Mishustin with a number of proposals for the regulation of the labour market and employment due to pandemic coronavirus. Among other things, the Agency offers to temporarily equalize the migrants in the rights of Russian citizens, so they could get unemployment benefits. The corresponding letter addressed to the Prime Minister, was signed by the ASI General Director Svetlana Cumshewa.
the Agency has proposed to provide support to the employees of organisations due to the spread of COVID-19 “to equate migrants to citizens of the Russian Federation to obtain unemployment benefits” and other benefits. However, the letter does not say about a specific category of migrants.
the authors of the letter refer to the experience of Portugal, which equated at the time of the pandemic 580 thousand of migrants to citizens in social rights. It is noted that all foreign nationals have already filed the application to obtain a residence permit of Portugal receive social support as citizens of the country, at least until 1 June. This was stated by the representative of the Ministry of internal Affairs of Portugal Claudia Veloso at the end of March.
According to the ASI, it is also advisable to organize training for unemployed workers “under the released markets and markets, maintenance of the IT infrastructure.” For this purpose, the Agency considers acceptable to begin the redistribution of funds of the national project “Productivity and support employment.”
Earlier, the government of Russia took a decision to increase unemployment benefits in the country from 8 thousand rubles to the level of the minimum wage, to 12.13 thousand rubles. This measure will be valid from April to June, to citizens who have lost their jobs after March 1.
