Opening the meeting, the head of the region noted that the construction sector is the locomotive of the economy.
– In the Tomsk region during the epidemic of the builders stopped work for a minute. In the regional budget did not cut a single ruble in the direction of construction. On the contrary, knowing that construction is the engine, we do everything possible to attract additional resources from a variety of sources, – said Sergey Zhvachkin.
According to the Governor, the impetus for the development of new territories of Tomsk agglomeration will give our national projects, “Housing and the urban environment”, “Safe and high-quality highways”, “Demography”, “Health care” and “Education”. In a press-service of regional administration said that housing construction is concentrated mainly in the East and the South of Tomsk, and on the left Bank of the Tom river. The total investment potential of these sites is 50 billion rubles.
Sergey Zhvachkin believes that the region in the field of housing construction shows good results. But there are problems, one of which is the gap in strategic spatial planning, development of master plans, project planning.
In this regard, Sergey Zhvachkin instructed his Deputy, chief architect of Tomsk oblast of the Ministry of Parshuto, who headed the headquarters for the construction of projects, and to create a regional design Institute – analogue existing in the Soviet time “Tomskgrazhdanproekt”. And also to manage the transition in the field of urban management on a regional level. The new institution must earn not later than January 1, 2021.
Another topic that was discussed at the meetings in the regional headquarters, the construction of houses for the resettlement of emergency housing. The plan is to begin this fall.

– “Oblstroyzakazchik” has already received land and started to design the first houses. Fall at construction sites to begin work, – said the head of the region.
Sergey Zhvachkin also tasked the state to take responsibility for major construction projects on the national projects. One is the Great University of Tomsk. The project envisages the construction of student campus on the left Bank of the Tom river.
