the amendments to create conditions for increasing production and exports of LNG, due to the launch of new projects. Previously, the right to export LNG had mining companies, licensed before January 1, 2013, providing for the construction of the LNG plant or direction of the extracted natural gas for liquefaction to the LNG plant. In fact, exporting LNG could only three companies – state “Gazprom” and “Rosneft”, as well as private “NOVATEK”, thanks to the construction of the gas liquefaction plant “Yamal LNG”.
Now the export of LNG can be carried out, if it is produced from areas licenses for which were obtained after January 1, 2013. In addition, the right to export LNG will be granted to companies the share in which more than 50% owned by persons having the right for export of gas.
Earlier, the Deputy Minister of energy Pavel Sorokin said that these changes will allow to involve in the production of four deposits with total resources of more than 1.5 trillion cubic meters, and will contribute to the loading of the Northern sea route by 2030, 70 million tons minimum.
Production of liquefied natural gas is considered one of the most dynamically developing segments of the energy market. In 2019, the global volume of LNG traded increased by 13% and amounted to 354,7 million tons. At the end of last year, Russia as an exporter of LNG came in 4th place in the world, putting on the market to 29.3 million tonnes. While domestic consumption of LNG in our country is developed enough, and almost the entire manufactured product is exported.
“Russia has significant potential and gas reserves, the ability to take a larger share in this dynamically developing market. Today, our power production gas approximately 30 million tons, but in the potential, we can achieve 120-140 million tons per year”, – said Pavel Sorokin.
At the moment in Russia there are two major gas liquefaction plant “Sakhalin-2” and “Yamal LNG”, as well as small enterprise “kriogaz-Vysotsk LNG”. There are also plans to build several businesses, most of which will be in the Arctic zone.
