Russian President Vladimir Putin said that the proposed amendments to the Constitution limit the power of the President. According to him, the President gave some of his powers to Parliament, is another step forward to the democratization of society.
“If today the President himself says the President of the government, with the consent of the state Duma, and then without the consent of the Parliament appoints the Ministers in fact, the situation is changing dramatically. Now the final decision on the Prime Minister takes Parliament itself, as well as the Ministers, and the President in the proposed Constitution has no right to reject them. He noted that the Federation Council does not approve the power of Ministers, but the President must hold consultations. “This means that these people need to come out into the light, to act in the Federation Council, to talk about themselves, about how they proposes to organize its work. Vladimir Putin also commented on the position of the Communist party on the amendments. According to him, the word “dictatorship” for the Communist parties organically, as they have always stood for the dictatorship of the proletariat, but “in fact it was a dictatorship of one party”, which was enshrined in the Constitution of the USSR. “There is nothing like that, and even in the current Constitution of 1993, which we do not change, but only make additional amendments, said that Russia is a multi-party state”, — said the President.
the Need for the inclusion in the Constitution of items on social support of Vladimir Putin explained that the authorities didn’t forget about them when solving operational issues. He noted that if the rules are spelled out in the basic law, “inevitably all the authorities and the government will have to do.”
Earlier, the President expressed the belief that the majority of Russians support the amendment to the Constitution. According to press-Secretary President, Vladimir Putin may turn to citizens before or after the vote on the amendment.
