Voting on amendments to the Constitution of Russia in electronic format will take place in three or four regions of the country. This was stated by the Chairman of the Central election Commission (CEC) Ella Pamfilova in interview "Rossiyskaya Gazeta".
"with regard to a nationwide vote on the issue of approval of amendments to the Constitution of the Russian Federation, remote voting across the country would not apply. We can talk until more than three-four regions, while only based on previously applied "Moscow" technology. This initiative must show the region, "protecting" the CEC their willingness and ability to meet all requirements", – said Pamfilova.
According to the Chairman of the CEC, in this case, the task is facilitated by "lack of common understanding of the competitive struggle of political candidates" that "lowers "entry barrier" for the application of new technologies, and allows you to focus on more soft requirements to implement remote voting". In addition, she noted that when making decisions about remote voting on the Constitution will be taken into account the epidemiological situation in the country.
Pamfilova added that e-voting is one "of the modern types of voting that can along with the traditional ways of having good prospects in the further development of the whole electoral system of the country". According to her, the introduction of online voting will allow "to engage in the electoral process more cast".

Earlier the President of Russia Vladimir Putin has signed a law introducing changes to election legislation of the Russian Federation, including enabling remote collection of signatures of electors and remote electronic voting at the Federal level. The law introduces the concept of "remote electronic voting", which refers to voting without the use of a newsletter produced on paper, using special software. It is found that in the conduct of elections to bodies of state power, bodies of local self-government, referenda of the Russian Federation subject, local referendum in cases and procedure established by the Russian Central election Commission may provide for the possibility of voting of voters, referendum participants by mail, and predust��treno remote e-voting.
The law also provides the opportunity alongside with the established procedure to collect signatures of voters through the unified portal of public and municipal services. We are talking about the collection of signatures required for registration of candidate or list of candidates, and also for the appointment of a referendum. It is determined that the number of signatures collected online must be spelled out in the law of a constituent entity of the Russian Federation, however it may not exceed half the number needed for the registration of the candidate signatures.
