Chairman of the Central election Commission (CEC) of Russia Ella Pamfilova told TASS on Wednesday that the hypothetically optimal time for holding a nationwide vote on the law on the amendment of the Constitution is the period to mid-June, however, to predict a specific date is not necessary.
Previously, the newspaper "Kommersant" reported that a nationwide vote, which was originally scheduled for April 22, most likely, is postponed until the end of June or beginning of July because of the situation with the spread of the coronavirus. According to sources, among which is called the informal headquarters for the vote, as possible dates for vote allegedly was discussed on 24 June and 8 July.
"From the point of view of the hypothetical assumptions, the optimal time for a nationwide vote before mid – June. In this case, you will be a single voting day on September 13 to conduct a full", – Pamfilova said, adding that she doesn’t know "about any informal headquarters for the vote".
According to her, "you cannot speculate on a specific date the vote in connection with the epidemiological situation in the country".
"If the situation with coronavirus will be delayed and the timing of the vote on the Constitution will move, then a single day of voting in September to carry out will be very problematic", – said the CEC head.

March 11, the state Duma adopted in the final reading the presidential draft law on the amendment of the Constitution. On the same day it was approved by the Federation Council, then the document was supported by the legislative assemblies of all subjects of the Russian Federation. On 14 March, the Federation Council adopted a resolution on the results of that review and sent it to the President. The amendments will enter into force only if approved in the nationwide vote.
A nationwide vote was scheduled to be held on April 22, however, in connection with the pandemic coronavirus Russian President Vladimir Putin has decided to postpone the vote, the new date will be determined by a separate decree.
