According to his initiative, in relation convicted of minor offenses, and convicts with disabilities need to apply the procedure of parole.
– Instead of detention in places of deprivation of liberty, placing them under house arrest, release on bail, surety, – said Mironov, quoted by his press service. – It must be done to prevent the spread of the coronavirus in jail and prison.
He added that correctional institutions are potential epicentres of the spread of the disease.
Tatiana Moskalkova in response told about the complaints from human rights organizations about Amnesty in connection with the coronavirus.
– In my opinion, it is possible to actively use a form of parole, was quoted in the Ombudsman’s “CP”. – It can be applied in the case if the person is well characterized, the damages and there is reason to release it prematurely.
According to the Ombudsman, the first such experience of parole is now obtained in the Sverdlovsk region.
