The Ministry of Cities has launched a new phase of the Minha Casa, Minha Vida program aimed at selecting proposals for the construction of housing units in urban areas of municipalities with up to 50,000 inhabitants. This new phase, called MCMV FNHIS Sub 50, is designed to reduce the housing deficit and improve living conditions in small Brazilian municipalities. Initially, 30,000 new housing units will be selected with funds from the National Fund for Social Interest Housing (FNHIS).

To achieve this goal, the Ministry of Cities published Ordinance 673 on Monday (15), which establishes new guidelines and requirements for the selection in these municipalities. The ordinance aims to ensure that the selected proposals comply with technical criteria for urban, economic, social, and cultural development, as well as promote sustainability and reduce vulnerabilities.

The measure supports municipalities, states, and the Federal District in developing actions aimed at producing or acquiring housing units for families whose monthly gross family income falls within the Urban Range 1 of the MCMV, or Urban Range 2 in case of emergency or public calamity.

Out of the 30,000 housing units, five thousand will be allocated to people living in high-risk, unsanitary, or unsuitable areas for housing, such as areas prone to erosion, landslides, landfills, or precarious settlements. The distribution by Federal Unit can be found in the ordinance.

The resources allocated for each housing unit are limited to R$130,000. Proposals must include the construction of a minimum of 20 housing units, with specific limits based on the population of the municipality. Priority will be given to proposals that best meet the housing demand and meet the technical requirements of the ordinance.

Executing agents have up to five days, from the date of the ordinance’s entry into force, to submit their proposals on the Transferegov platform. The Ministry of Cities will announce the selected proposals within ninety days.

This new phase of the Minha Casa, Minha Vida program represents a significant advancement in the country’s housing policy, aiming to more efficiently meet the needs of populations in small municipalities and contribute to the sustainable development of these regions.
