This was stated on Sunday by German Chancellor Angela Merkel upon arrival at the meeting.

Officially the summit was to end on Saturday, but EU leaders have not reached progress in the negotiations and agreed to resume meeting on Sunday. We are talking about the adoption of a seven-year budget plan of the EU 2021-2027 years with a volume of €1,074 trillion and creation of a recovery Fund of the EU economy after the pandemic, which, according to the project of the European Commission, was planned to attract €750 billion of borrowed funds with an obligation for EU countries to pay them until the year 2056.
By Saturday morning European Council President Charles Michel has put forward new compromise proposals, several reducing expenditures of the EU member States, but they did not suit the leaders of all countries.
