the Leader Duma “United Russia” Sergey Neverov considers that the issue should be approached comprehensively. The fact that there is a risk that unscrupulous owners will make expensive cars “to grandparents, from which a fine will not take.”
He added that “now many are detained without rights, and they don’t care about the fine.”
One of the penalties we have not decide needs to be the inevitability of punishment, – said Neverov.
the Leader of “Fair Russia” Sergei Mironov said that the faction already working on such a bill. In the case of its adoption the penalty for violation of traffic rules by the driver, he said, can be a small fraction of the cost of a new car of the same brand.
the Chairman of the Central Committee of the Communist party Yuri Afonin promised support for the initiative by the Communists, if it is submitted to the state Duma. “We need to seriously distinguish between the capabilities of specific individuals and not to generalize with the same brush”, he said.
But LDPR leader Vladimir Zhirinovsky questioned the need for such amendments. If “everything is fine, we all get angry”, he said to colleagues.
