Russia has found a way to reduce the cost of antiseptic agents comprising denatured ethyl alcohol. The Finance Ministry has proposed to release the disinfectants manufacturers from payment of excise duty on alcohol, write “Izvestia” with reference to the press service of the Ministry.
the Relevant amendments proposed to the Tax code, the bill is submitted to the Cabinet.
Manufacturers will have to obtain a certificate for production of non-food products in the form of a gel (or cream) for which the raw material is alcohol. The tax authorities will issue a document to those applicants who have facilities for manufacturing, storage and release of disinfectant products. Companies will need to submit the list of such goods with indication of number of state registration certificate. Then producers will be able to purchase ethanol for the manufacture of sanitizers, including in containers less than 100 milliliters.
Executive Director of Russian perfume and cosmetic Association (CCA) Alexander Skorobogatov said that such measures could reduce the price of the final product. “In the end to buy alcohol without paying excise duty will not only the manufacturer of disinfectant products and manufacturer of perfume and cosmetic goods in containers over 100 ml”, she said.
Earlier in Rospotrebnadzor said that effective against coronavirus antiseptic must contain at least 60-80 percent isopropyl or ethyl alcohol.
