Jena only got an answer 21 hours later. Only then did customs officials find the box in which the dog was waiting for its owner. This stood in the midst of lost luggage.

The airport has since apologized to Jena with a voucher. But she is not interested in compensation. Rather, she hopes the airline develops safer rules for handling live animals on its planes.

The Greater Toronto Airport Authority cited staffing shortages, flight delays and cancellations, and temporary mechanical disruptions as reasons for the “baggage issues.”
