a vote on the amendments to the Constitution in Russia is the third day. Voters actively participate in this process, but as you might expect, not without troubles and difficulties. How can these problems be solved? All questions are considered on the Group analysis of the Public headquarters for the monitoring and control of voting.

“All the organizations, volunteers, observers and members of the committees involved in the organization of carrying out of voting on amendments to the Constitution of the Russian Federation continue to work in the strengthened mode and to respond to all complaints and appeals, – told in the end of the second voting day an official representative of the Public headquarters for the monitoring and surveillance of the national vote in Moscow, Alexander Asaph. Watcher of the Public and staff Group review violations, respond to questions from residents and hold regular consultations. The employees of call center staff answered more than 12 thousand calls related to electronic voting. Of them Friday by 5 thousand. Their main number is associated with an explanation of how online voting, how to vote remotely.”

the analysis team Public staff analyzes coming from observers and ordinary citizens with information about possible violations to determine whether to consider it credible, and whether to consider the case of a parse violation. For the first two days the team came to the conclusion that no serious problems during the voting there, met only a few small “overlays”.

According to the Public staff during the June 26 Group analysis considered a total of 11 situations. Their number included nine individual cases on the polling stations where there are no signs of violations. For example, in the aforesaid complaint organized place voting on the matter was assigned to the area military unit, and the information from the other complaints that the ballots in the area are reportedly being stored without box-packages, after checking observer was not confirmed.

Also, there was one case of obstructing the work of the observer from the members of TECS and PECs. The situation was resolved by a quick call to a representative Group parsing: Chairman of the TEC acknowledged the error of his actions and received additional briefing.

Another special case: the 90-year-old Muscovite has been denied access to the online ballot. It turned out that her personal account was on her daughter’s phone. Since the system in such cases only responds to one request, it was filed earlier application daughter. The analysis team decided the situation: the pensioner does not need to come to the site: it will make the registry online vote or provide an opportunity to vote at home.

on June 25 the most significant can be considered two cases granting in the first hours of voting ballots to voters registered as online voting. The staff responded promptly: the urn with the “spoiled” ballots from sealed, all ballots annulled, and the PEC Chairpersons were suspended from work.

After this, all lists for full-time and electronic voting repeatedly and carefully checked.

“In all parts of Moscow was the reconciliation of the registers and voting lists, electronic and traditional voting. This reconciliation was attended by about 10 thousand of precinct and territorial commissions, – said Alexander Asaph. – As a result, in the voting lists in areas people were found who applied for e-voting. They were excluded from voting lists in areas. Was revealed that such a glitch in the system. But due to operational and coordinated work of Public staff of the Moscow election Committee and the members of election commissions managed to minimize the number of votes cancelled”.

In the end, this large-scale work was able to identify 12 of 357 cases when citizens are registered on e-voting, were in the lists on the sites. Such a reconciliation experts will conduct every day.

on June 26 in a call center for electronic voting the Public staff received four calls in which people have reported coercion to participate in the vote. The head of the corps of observers Vadim Kovalev quickly contacted them and found that in two urban units do have confirmed cases of coercion to electronic voting. With the heads of these organizations held discussions about the inadmissibility of rendering of pressure or coercion. In other cases, the violations were not confirmed.

Sometimes, some moments, not containing signs of violations, but still require intervention. For example, at one site, a funny thing happened: the voters were not given the ballot because mistook him for his brother, who had managed to vote earlier. When the mistake was discovered, the citizen got the opportunity to vote.

in the same Group analysis captures the cases of failures in the surveillance that goes around the clock with two cameras at each site. Friday such problems found in seven PECs of more than 3.6 thousand and 13 chambers. Usually, these situations were related to independent officers of the PEC reasons, for example, accidental power surge or cable breaks due to construction works in the neighborhood, and solve them managed pretty quickly.

At the end of 26 June, the Group analysis did not reveal any abnormal situations that could disrupt the voting process or affect the results. National voting will conclude on 1 July.
