In the night from 4 to 5 July in Moscow on 74-m to year of life after long illness died on the Russian diplomat Valentin Vlasov. About it to correspondent IA REGNUM was told by his former colleagues.
Valentin Stepanovich Vlasov was born on 20 Aug 1946 in Arkhangelsk. In the Soviet period he was in charge of economic and party posts in the Arkhangelsk region, and then in the Uzbek SSR.
After the collapse of the Soviet Union he returned home, working his way up from the mayor of Arkhangelsk to the head of administration of the Arkhangelsk region. In 1996, Vlasov was appointed first Deputy Plenipotentiary representative of the Russian government in the Chechen Republic in 1997 — the Plenipotentiary.
May 1, 1998, Vlasov was captured by a group of Chechen fighters on the track Rostov — Baku in the area of the village of Assinovskaya. Six months later, on 13 November 1998, after long negotiations and payment of ransom he was released.
In the future, Vlasov held the positions of member and Deputy Chairman of the Central election Commission of Russia, Ambassador extraordinary and Plenipotentiary to the Republic of Malta, then in Kyrgyzstan.
