the Bill passed its first reading in mid-April. The original version forbids to charge citizens a fee for the transfer as a payment for premises and utilities and penalties, penalties, penalties for incomplete or late payment. The ban is introduced for banks and postal organizations.
In the wording recommended for adoption in the main reading contains the same prohibition, but applies only to socially vulnerable and needy categories of citizens. The author of this is endorsed by Committee amendments, the first Deputy Chairman of the Committee on financial markets Igor Divinsky.
“citizens who are entitled to pension,” and “citizens receiving subsidies for payment of premises and utilities”, under the amendment, the credit institution has no right to charge the Commission fee for the transfer of a payment for premises and utilities, as well as fines for late and (or) incomplete payment.
Note that in the debate on the bill, concerns were expressed that because of the ban on Commission for all of its citizens can grow housing prices.
