Interestingly, the Reuters source familiar with the contents of the document, compared it to “the Novikov telegram”, the dispatch of Soviet Ambassador to Washington Nikolai Novikov, in which he stressed the danger of economic and military ambitions of the United States after the Second world war.
Novikov’s Message was a response to the “long telegram,” American diplomat George Kennan from Moscow, which said that the Soviet Union sees no possibility of peaceful coexistence with the West and that deterrence is the best long-term strategy. These two documents helped lay the Foundation for strategic thinking, which defined both sides of the Cold war.
