UN, 24 APR – RIA Novosti. Russia’s envoy to the UN, Vasily Nebenzia drew attention to the violation of procedure, which allowed the Minister in the technical government of the unrecognized Kosovo, Glauc of Konjufca during a speech to the UN security Council – the representative of the region spoke against the yellow-blue flag of the unrecognized Republic.
on Friday, the UN security Council held a meeting in format of video conference on the topic of the UN mission in Kosovo.
“We have listened carefully to what you told us today Mr. Konjufca. By the way, I look at the flag on the background image of Mr. Konjufca and can’t make out what kind of flag. Judging from the colors, it could be Swedish, or maybe Ukrainian (flag – ed.) or maybe Barbados. Given that we are discussing the Balkans, maybe it’s Bosnia and Herzegovina” – said Nebenzia.
“Mr. Chairman, I would remind you that Mr. Konjufca appears to us under rule 39 of the procedures of the security Council. And we would like to ask you to instruct the speakers in the security Council in the framework of this rule, on which characters and background are acceptable and which are not during their performances,” – said Nebenzia.
rule 39 of the procedures of the security Council suggests that the Security Council may invite members of the Secretariat or other persons whom he considers competent in this matter, to provide information or to give other assistance in examining matters within its competence.
In 1999, the armed confrontation between the Albanian separatists of the Kosovo Liberation army and the army and police of Serbia led to the bombing of Yugoslavia (then consisting of Serbia and Montenegro) NATO forces. Kosovo Albanian structures in Pristina on 17 February 2008 unilaterally declared independence from Serbia. The self-proclaimed Republic does not recognize Serbia, Russia, China, Israel, Iran, Spain, Greece and several other States.
