Sukharev notes that utilities in the second half of 2020 will grow by an average 4 percent, while over the same period of 2019 the size of the index was 2.4 percent. He proposes to focus on last year’s figure.
“I Ask you to consider the possibility to leave the index size changes made by the citizens of charges for municipal services at the level of 2019”, — stated in the document.
Earlier in April, Russia abolished the penalties for late utility payments. To accrue interest and penalties, and to block access to resources is banned until the end of 2020.
