MOSCOW, 14 APR – RIA Novosti. The state Duma at plenary session on Tuesday adopted in the first reading a bill providing for the collection of signatures through the portal of “public Services”.
Changes made to articles 37 and 38 of the Federal law “On basic guarantees of electoral rights and the right to participate in referendum of citizens of the Russian Federation”. The authors of the initiative were members of the state Duma Committee for the control and regulation Sevastianova Olga, Dmitry and Irina Lomakin of Marias (all EP), as well as the first Deputy Chairman of the Committee on state construction and legislation Mikhail Emelyanov (WED).
“In order to expand the guarantees of realization of electoral rights and the right to participate in the referendum, the draft Federal law proposes to establish that the law may provide for collecting signatures of voters, referendum participants with use of Federal state information system “Single portal of public and municipal services (functions)”, – stated in the explanatory note to the draft.
it is Noted that using this system can be assembled not more than half of the signatures of voters, referendum participants, the number of necessary signatures.
