Texas leaders are looking into expanding the state’s nuclear power industry. The Public Utility Commission of Texas (PUCT) released a detailed report outlining the benefits of nuclear power and providing recommendations on how to overcome potential challenges.
In November 2023, Gov. Greg Abbott commissioned the PUCT to study the safety, reliability, and affordability of advanced nuclear reactors (ANRs) as the demand for electricity in Texas continues to rise. ANRs are smaller than traditional reactors, requiring less land, and can utilize different coolants and fuel types.
Dr. Benjamin Reinke, vice president at X-Energy, highlighted the potential for policies to accelerate the deployment of nuclear power in Texas. The PUCT report emphasizes the reliability of advanced nuclear power, with existing plants in Texas demonstrating exceptional performance during extreme weather events.
While ANRs offer a more reliable source of energy, the report acknowledges financial barriers to building these reactors, including a resource-intensive licensing process that can deter potential investors. To address these challenges, the report suggests establishing an advanced nuclear authority to implement policy ideas, manage funding, and oversee incentive programs. Additionally, an outreach program is recommended to educate the public, particularly on safety measures.
Reinke emphasized the industry’s commitment to developing safer reactor designs, with oversight from the U.S. Nuclear Regulatory Commission to ensure the safety of new reactors before they are operational. Texas currently operates two nuclear power plants in Bay City and Glen Rose, contributing about 10% of the electricity available in the ERCOT power region in 2022. The state is also home to the Pantex Plant, a nuclear weapons facility located northeast of Amarillo.
As Texas explores the expansion of its nuclear industry, stakeholders will need to address financial, regulatory, and public perception challenges. By implementing the recommendations outlined in the PUCT report, the state can potentially enhance its energy security, reliability, and sustainability through the development of advanced nuclear power technologies.
