The Houston Independent School District (HISD) is facing a crucial decision as the state-appointed board of managers is set to vote on whether to place a historic $4.4 billion bond package on the Nov. 5 ballot. If approved, this would be the largest bond ever proposed in Texas and the first for HISD since 2012.

The proposed bond aims to address various needs across the district, including rebuilding aging campuses, renovating schools, enhancing safety and security measures, and investing in technology upgrades. With over $10 billion in identified needs, Superintendent Mike Miles emphasized the urgency of addressing safety and health concerns, especially in the wake of recent natural disasters that damaged several schools.

However, the bond proposal has raised concerns among board members and stakeholders, particularly regarding the plan for “co-locations” and the closure of under-utilized schools in low-income communities of color. State Sen. Molly Cook and elected trustee Savant Moore expressed opposition to the inclusion of these schools in the bond, highlighting the importance of community input and support.

Despite the challenges and differing opinions surrounding the bond proposal, former HISD trustee Judith Cruz emphasized the critical need to improve facilities and infrastructure within the district. Cruz acknowledged the concerns raised by stakeholders but stressed the importance of acting promptly to prevent further deterioration of campus conditions.

As the decision ultimately rests with the voters, the outcome of the bond proposal will depend on their support and engagement.
