Ukraine hopes to conduct this year’s summit in the "Normandy format" on which she intends to put forward their conditions for peace in the Donbass. On Saturday Deputy head of the office of the President of Ukraine Igor Zhovkva.
"In 2021 aim to hold the next summit in "Norman format". Its strategic task is to discuss the key issue of peace in the Donbass on the Ukrainian conditions," he wrote in a column for the Ukrainian edition of "Mirror of week". "Here and below we count on the support of our partners in the "Normandy format" – Germany and France", – said Zhovkva.
Tactical objectives in the negotiations on conflict settlement in the Donbass, according to him, is to preserve the truce, revitalization of the work of the contact group in Minsk on the exchange of detainees, the maintenance of the existing points of entry and departure on the line of contact and the opening of new, breeding forces in new areas, demining, as well as ensuring the smooth operation of the staff of the International Committee of the red cross and the OSCE. In addition, assured Zhovkva Kyiv will continue work on the implementation of the agreements of the Paris summit, "Norman Quartet".
In the office of the President of Ukraine does not intend to abandon the idea of promoting sanctions against Russia. "Sanctions against Russia help Ukraine in the process of peaceful settlement, therefore, must be maintained until the full restoration of the status quo <…>", – said the Deputy head of the office.
Summit in Paris
The last meeting between the leaders of Russia, France, Germany and Ukraine took place in Paris on 9 December 2019. Among the immediate measures was then called a comprehensive cease-fire, separation of forces and means, the exchange of prisoners in the format "on" the agreement about the opening on the frontline of the new border-crossing points.
A separate paragraph of the communiqué was devoted to the political part of the peace settlement of the conflict in the Donbass. It was a speech about the need to consolidate on a permanent basis in the Ukrainian legislation of a special order of local self-government of separate districts of Donetsk and Luhansk regions and the law "formula Steinmeier" as agreed "Norman Quartet" and the contact group.
A large part of the agreements remains unfulfilled.
