an Exception was then made for the residents of the Kaliningrad region, but from 6 April, the OAO “Russian Railways” canceled message from the Western enclave of Russia. The first train from Moscow and St. Petersburg went back on 1 July. To use them still could only permanently residing in the Kaliningrad region citizens. Signed by Prime Minister Mikhail Mishustin order this restriction removed – rail transit to the region and back became accessible to all Russians.
