Against the background of estimates of financial losses of the Russian exporters in connection with EU plans to impose a tax on carbon-intensive imports intensified the work on adoption of the Russian law on domestic carbon regulation. Most departments have already agreed on the latest version of the impending five years of the bill of the Ministry of economy, however, with criticism of the document are environmentalists, and adviser to the Russian President on climate Ruslan Edelgeriev. The law “On state regulation of greenhouse gas emissions” should provide a basis for company reporting on such emissions and to develop mitigation measures. During the five-year development document in it that appeared, then disappeared the rules on implementation of emission targets for the enterprises and economic regulatory mechanisms (fee for exceeding emission quotas and carbon market, carbon tax). As a rule, the more rigid formulations were made by a number of sectoral ministries and part of the business (including RSPP) — they believed that excessive requirements would add financial and administrative burden. The final version of the bill, the Ministry of economy introduces carbon reporting for companies and calls priority support project voluntary mechanism for business. Additional measures carbon regulation may be adopted by the government in case of risk of not achieving the targets on emissions. At the end of last week a meeting with the Vice-Premier of Victoria Abramchenko agencies have been instructed to speed up work with documents on climate policy, including to submit to the office of the government approval on the draft law on the regulation of greenhouse gas emissions already by July 27.According to “Kommersant”, the bill ultimately agreed upon by almost all agencies, the Ministry of Finance has presented a number of technical comments. However, the document was not supported by the Russian President’s adviser on climate Ruslan Edelgeriev. “Without the formation of Russian emissions trading system, create conditions for their reduction by modernizing production facilities, improving their efficiency and implementation of projects of absorption of greenhouse gases, the bill appears to be flawed for the country”,— said the Advisor to the “y”.Also yesterday, the organization “WWF-Russia” sent to the office of the Victoria Abramchenko a letter criticizing the bill (there is a “b”). Environmentalists propose to return to it the position of market mechanisms and more stringent regulatory measures, in particular on procedures for the circulation of carbon units. In “WWF Russia” believe that only the voluntary actions of companies in projects is not enough, there must be a charge for above-limit emissions of greenhouse gases. In “Greenpeace Russia” has declared support for the letter toof leg, saying that “accounting and stringent regulation of emissions is the only effective driver of modernization of Russian economy”.The Union criticized the previous version of the project, the current, according to a source in the business of the Association, are “timely and necessary”. They believe that “confirmed and verified reporting should be a tool to protect Russian producers on the world market in terms of carbon protectionism”. Oleg Pluzhnikov, head of the climate in the direction of “Business Russia”, project plus calls it unhindered accessibility. for business, and the downside — is that “it does not fully take into account the realities of today”.Ruslan Edelgeriev notes that in almost all developed and developing countries decisions on the introduction of charges for carbon emissions as the main economic tool to reduce emissions either in the form of tax or charge or emission trading system. “The countries that have not introduced such a system, it is still forced to pay for carbon: or when exporting carbon-intensive goods or in the implementation adopted at the international level, sectoral measures of carbon management (the first such sector — civil aviation)”,— said “Kommersant” the President’s adviser.Angelina Davydova
