19% of respondents slightly less need to conclude a social contract with the authorities of the regions. They may not ask for help in specific organizations, however, the financial situation of their families is not the most stable. According to them, it is better to help those who really hoped for such payments.
3% of Russians responded that absolutely did not need it.

Interviewed by “the Russian newspaper” experts have predicted a growth in the demand for the conclusion of social contracts with the regions, after the abolition of isolation. The right to such contracts are mostly poor and large families whose income is below the subsistence level.
The social contract is a targeted assistance in the form of financial support for the development of personal management, starting a business, training, retraining or finding a new job.
