In the Federation Council propose to introduce the new Code of administrative offences (Cao) of the Russian Federation responsible for late or defective porches and yards.
This initiative is contained in the proposals of the Federation Council Committee on constitutional legislation in the list of measures on improvement of the legislation in connection with the implementation of measures aimed at the functioning of the economy and the social sphere in new conditions (at the disposal of RIA Novosti).
As explained RIA Novosti the first Deputy Chairman of the Federation Council Committee for constitutional legislation Irina Rukavishnikova, senators propose to set out in a new administrative code the most common components of administrative offences in sphere of an accomplishment of territories.
These include violation of rules of maintenance of common areas, cleaning and organizing ensuring of cleanliness and order, late or defective cleaning such places and "violation of mowing weeds (samsennai) herbaceous vegetation".
It is also proposed to punish the damage of green plantings, including "the harm to the crown, the trunk, the branches of trees and shrubs, damage of the aerial part and root system of herbaceous plants, violation of the integrity of the living supersoil cover, pollution of green plantings by harmful substances".
As noted Rukavishnikova, all these components of administrative offences proposed by the regions and are relevant for almost all.
"In the new draft administrative code these of the offences were not, although they are extremely important in the first place, to raise the level of living comfort. They are directed on observance of cleanliness and order in children’s and sports grounds, on sidewalks and in public spaces, in the yards of private houses and apartment blocks," she said.
The Senator stressed that it is essential to confer authority to administer these violations, the regional authorities and local self-government, which can promptly detect and deter violations.
