The draft national plan prepared by the officials, was considered at meeting in the government, told “Interfax” a source familiar with the document.
He said that the plan provides for three stages of economic recovery.

At this stage sanitary-epidemiological requirements are to be applied sparingly. By the end of the stage not more than 20% of the regions will be on the third level of the open economy.
At this stage should be complete openness with respect for the long sanitary-epidemiological requirements.
