MURMANSK, may 13 — RIA Novosti. the Acting governors of the Arkhangelsk region Alexander Cybulski and NAO Yuri Bezdomny agreed to start the process of unification of the two subjects, reported RIA Novosti on Wednesday in the administration of the Nenets Autonomous district.
“during the meeting today the acting Governor of the Arkhangelsk region Alexander Cybulski and Nenets district Yury Bezdomny signed a Memorandum of intent to merge two of the region”, — reported in administration of the NAO.
at the same time NAO is an independent entity and is part of the Arkhangelsk region. The second of April the Governor of the Arkhangelsk region Igor Orlov resigned, his place was appointed the Governor of Nenets district Alexander Tsybulsky, NAO was temporarily headed by his Deputy Yuri Bezdomny.
As explained by a member of the Association of lawyers of Russia Vladislav Kalinin, combining two regions into one is possible if in the referendum more than half of residents will vote for this decision.
According to the source, finally it is Federal law and then shall be made to the Constitution.
In turn, the state Duma Deputy from the Arkhangelsk region, Andrey Palkin told RIA Novosti that the question of unification of the Arkhangelsk region and Nenets Autonomous district can be solved for two years.
