MOSCOW, may 13 — RIA Novosti. the Government introduced a bill to expand the powers of police officers, in particular, the right to open the car and cordoned off the residential building. a paper published in the electronic database of the lower house of Parliament, he suggests amending the Federal law “On police”.
As noted in the explanatory Memorandum, the bill aims primarily “to strengthen the rights and legitimate interests of citizens” and also on “improving the practical activity of employees of internal Affairs bodies”.
In particular, it is proposed to allow police to open the car to save lives, arrest criminals, provide security during riots, disaster, bomb threat and so on.
“To curb the theft of another’s property it is proposed to give the police the powers to perform the inspection of the citizens, including when there is reason to believe that they hide objects in their possession theft”, — added in the document.
in addition, the project proposes to give the guards the right to cordon off or block area of houses, buildings and other objects according to the decision of heads of territorial departments of the Ministry of internal Affairs.
the bill also stipulates cases when a police officer can use deadly sidearm. Specifically, the officer gets this right, not only when the offender will try to “touch his firearms” (under the current wording of the law), but if he tries to “perform other actions that give reason to regard them as the threat of attack”.
