In the state Duma introduced a bill to strengthen punishment for insulting the citizens by officials.
Deputies from “United Russia” Alexander Hinstein Andrey Turchak submitted to the state Duma a bill to increase punishment for officials for insulting the citizens. The maximum fine will amount to 150 thousand rubles or disqualification for up to two years. The bill also increases fines for insult to ordinary citizens. Earlier, similar initiatives were made by the representatives of other factions, but their proposals were either not considered by the state Duma, or rejected.
As previously reported by “Kommersant”, the bill on amendments to part 4 of article 5.61 of the administrative code prepared by the head of the Committee on information policy, member of the EP Alexander Khinshtein, increases the penalty for insulting officials and ordinary citizens. Thus, the upper limit of the fine for individuals is raised from 3 thousand to 5 thousand rubles., for officials — from 30 thousand to 50 thousand rubles., for legal persons the maximum fine will be doubled to 200 thousand rubles. the Maximum level of fines for public insult it is also proposed to raise twice: up to 10 thousand rubles for individuals and up to 100 thousand rubles for the officials (150 thousand rubles or disqualification for the term up to two years for repeat offenders). The maximum fine for legal persons may be increased to 700 thousand rubles from the current 500 thousand.
the Insult offered to consider “humiliation of honor and dignity of another person expressed in an indecent or in any other degrading, insulting public morals form.” Note, in the current words of the law about the insult of public morals do not exist, this formulation has previously criticized by lawyers, because the concept of “public morals” is not defined by law.
Note that earlier proposals to punish the officials for insulting the citizens were made by the representatives of the opposition factions. So, in February of 2019, the deputies from the Communist party Sergei Kazankov and Nikolai Kolomeitsev proposed to establish for officials fines of up to 30 thousand rubles or disqualification for a term up to three years. A group of deputies from the Communist party, headed by Valery Rashkin in his bill, proposed to punish officials for insulting citizens with fines up to 500 thousand rubles co-author of the bill Vera Gansa explained that he appeared in response to the “law Klishas” equate to disorderly conduct publicly expressed “indecently clear disrespect for society, the state and state agencies”.

In December 2019 at the Congress of the EP was created by the ethics Commission, adopted a code of ethics of the party. January 15 in his address to the Federal Assembly, President Vladimir Putin declared “the inadmissibility of any arrogance, or disrespect to the people” on the part of officials.
